Guam - The Guam Election Commission moves to adopt legal counsel Jeff Cook's legal opinion that Bill 215 is inorganic. A second motion was passed that by the end of business Friday that the GEC inform the speaker of the Guam Legislature and suggest to the body that based on legal counsel's opinion that the Legislature go and seek a declaratory relief from the Supreme Court.

Despite being in receipt of three legal opinions from the Guam Legislature, Cook came back with a second opinion saying his opinion hasnt changed as he still believes the organic act does not grant the Legislature the authority to pass their law making authority to the voters through a legislative submission or as bill 215 refers it as a legislative referendum.
