Guam - Guam Election Commission executive director Maria Pangelinan confirms with KUAM News that the GEC's legal counsel has completed his review of Bill 215. The measure was passed by lawmakers earlier this month and would allow voters to decide during this year's general election whether medicinal marijuana should be legalized in Guam. Pangelinan could not divulge specifics on the legal counsel's response only saying it does raise concern over language in the legislation. The bill calls for a referendum rather than a legislative submission. The GEC will now have to meet on whether to accept or reject the legal counsel's opinion before moving forward on the measure. The bill's co-author Senator Aline Yamashita said an amendment to Bill 215 would be forthcoming.
