Guam - A settlement has been reached between local businessman James Adkins and the Guam Police Department. Specific details about the agreement are confidential but GPD and Adkins' attorney, Anita Arriola, issued a joint statement indicating that as a result of the case, GPD learned important lessons from the case and developed comprehensive, mandatory training policies to protect the First and Fourth Amendment rights.

Arriola says the policies will be implemented immediately.

Adkins was arrested and had his cell phone confiscated for taking photos of a car crash near his home.
