Bill makes carjacking a felony

Guam - In response to the increasing number of car-related thefts and crimes, Senators Tony Ada and Chris Duenas introduced Bill 202 that would make carjacking a 1st degree felony. Those who break into occupied vehicles with the intent to commit a crime or those who secretly hide and wait in the vehicle waiting for the driver's return would be charged with a 1st degree felony.
The legislation also imposes a minimum sentence of ten years that would run consecutively with any other sentences imposed for other crimes.
