Bills using Section 30 funds referred to committee

Guam - Committee on Rules chair Senator Rory Respicio says Bill 187 along with three other measures introduced by the republican senators seeking to appropriate from Section 30 revenues have been referred to the Committee on Appropriations but with reservations. He says the legislature's legal counsel has advised him that although the proposed appropriations are made from 2014 Section 30 tax revenues, the four bills do not make any amendments to the Fiscal Year 2014 revenue estimate in the recently enacted budget law indicating additional revenue. He adds for this reason, these bills as introduced could potentially create a conflict with existing statutes, may be in violation of Guam code, and could thereby be rendered inoperative.
