A new law aimed at addressing Guam’s physician shortage is now officially on the books, with lawmakers already pushing for quick implementation.

Legislation authored by Senator Telo Taitague, now public law 38-107, modernizes Guam’s physician licensing process with the goal of attracting more qualified doctors to the island.

The law creates two pathways, one for foreign medical graduates who meet U.S. standards and another, more limited option for internationally-trained physicians who can work in government facilities under strict oversight.

Governor Lou Leon Guerrero called the measure a major step toward improving access to care, while maintaining high medical standards.

Medical leaders, including the Guam Board of Medical eExaminers, say the law can be implemented responsibly with patient safety remaining the top priority.

And to keep the process moving, Sen. Taitague, along with Sen. Shelly Calvo, has introduced a follow-up bill requiring rules and regulations to be finalized within 60 days.

The measure is expected to head to a public hearing in the coming weeks.
