Guam - The Guam OPA has released its 2012 Citizen Centric Report. The report is mandated by law and provides an overview of the work the OPA has conducted over the past year from performance and financial audits to procurement appeals. According to the report, as of September 2012, GovGuam had a total of $2.24 billion in outstanding total debt, $1.13 billion of which is subject to the government's debt ceiling. Other areas highlighted show that questioned costs are in the tens of thousands not millions and that the OPA continues to face difficulty in recruitment and retention as a result of being unable to compete with other private, autonomous and federal entities and low pay compensation packages.
