Guam - Senator Michael San Nicolas is speaking out about the way the department of education made its merit bonus payouts last Friday.
As we reported last week, DOE only paid employees going back three years in line with the statute of limitations.
In a letter to Attorney General Leonardo Rapadas, San Nicolas requests for a legal opinion on the legality of excluding DOE employees from prior years, as other GovGuam agencies made payouts as far as the 1991, when the law was established to provide merit bonuses for employees who garnered superior evaluation ratings.
