Former Port staffer has CSC appearance

Former Port Authority program coordinator Josette Javelosa is appearing before the Civil Service Commission this evening as she continues to fight to get her job back.

Guam - Former Port Authority program coordinator Josette Javelosa is appearing before the Civil Service Commission this evening as she continues to fight to get her job back. During her last appearance before the CSC Javelosa lost her appeal based on the arguments that her termination from the port should be dismissed because general manager Joanne Brown was not properly appointed at the time she signed the adverse action, and also that management violated the 60-day rule. Commissioners however voted unanimously in favor of management and will hold a merit hearing at a later time. As we reported management alleges Javelosa knew that her direct supervisor, former port marketing manager Bernadette Stern Meno had allegedly been abusing leave. Javelosa is accused of backdating a memo to file in an attempt to show that management was trying to correct the issue of Meno's leave.
