AG had initially intended to settle tax liability case

Guam - The Attorney General's Office responded to KUAM's inquiries about the tax liability case. A statement from the agency indicates that it intended to settle the case by offering Dennis and Asuncion Rodriguez to pay all income tax owed from 1996 through 2001 or roughly $950,000 without penalties and interest. But as the case has dragged on, the government now believes the couple owes $2.7 million.
AG Leonardo Rapadas says his office never mentioned anything specific about the government offering to settle the case. He said "our position has been and remains as follows: if the taxpayers stipulate with GovGuam to the tax liability of $950,903, we would not seek the penalties and interest."
While they are unaware of any specific negotiations ongoing, Rapadas says "Any settlement the Office of the Attorney General feels harms the public interest may cause the office to re-enter the case."
