Guam - Problems that were identified in 2010, evidently are some of the same problems that were found in an audit conducted of the 2011 Guam Island Fair Liberation Day Committee Fund. Although the Guam OPA found that the fund ended with $106,000 in net proceeds there were significant internal control problems mainly the lack of receipts and the lack of documentation for disbursements. According to the report, financial statements were not prepared; a ledger was not maintained to account receipts and disbursements.
