Criminal charges dismissed in child abuse case
Guam - Criminal charges of child abuse and family violence have been dismissed against a couple who were arrested in December 2011 for leaving their four minor children at home alone while they were at a bar. Jonathan Robert Brown and Warinitip Loto allegedly left their four children, who were between the ages of 3 and 6 years old at the time, unattended while brown went drinking at a bar waiting for Loto to finish working.
Two of the kids were seen on the balcony and police found bruises on three of the four children. Police said the apartment was found to be covered in mold and feces.
Child Protective Services was contacted to intervene. Brown and Loto had been charged with multiple counts of child abuse and family violence.
According to court policy, planning and communications director Joshua Tenorio, no court records exist at the courthouse for this particular case. There is no indication on why there is no record of the 2011 case against the couple and officials could not comment on whether the matter was expunged, which means it is completely removed from court records as if it never existed.
