Former Port GM to testify at CSC appeals hearing
Former Port Authority of Guam general manager Mary Torres is scheduled to testify in support of former Port marketing manager Bernadette Stern Meno's termination appeal with the Civil Service Commission on Wednesday.

Guam - Former Port Authority of Guam general manager Mary Torres is scheduled to testify in support of former Port marketing manager Bernadette Stern Meno's termination appeal with the Civil Service Commission on Wednesday. Torres is expected to testify in support of Meno's argument that then deputy general manager Anisia Terlaje was not authorized or delegated to sign the notice of proposed adverse action that was issued to Meno.
Torres said she refused to sign off on the adverse actions as she didn't believe any Port workers had done anything wrong and the Port's investigation was flawed and full of inaccuracies. Meno and six other Port workers were fired for their role in an alleged conspiracy to defraud the government and cover it up.
The hearing begins at 5:45 on Wednesday evening.
Meanwhile, the CSC will also take up former port personnel specialist Frances Arriola's motion to dismiss. The Commission wanted to review the Port board's minutes before deciding on her motion.
