Guam - Guam law requires that checks unclaimed for more than three years revert back to Government of Guam as revenue to the General Fund. And with GovGuam's limited resources, Speaker Judi Won Pat has introduced legislation that would instead deposit that money into the Income Tax Refund Reserve Fund.

"So whatever checks haven't been picked up or may never be picked up after already notice has been given and holding onto it for four years is that it goes into these fund now to be used for issuance of future income tax returns. That is important at this time with this court decision and have to make sure we return the people's money in a timely manner," she told KUAM News.

Bill 100 is co-sponsored by Senators Tina Muna Barnes and Rory Respicio. DOA's Benita Manglona meanwhile reserved comment on the measure until she's fully reviewed the bill.
