Will DOE's reserve be freed?

Guam - $30 million. That's how much sits in the Department of Education's reserve. But as of last night, Guam Education Board members approved a resolution to request that the Governor's Office release the reserve, as recommended by the Education Financial Supervisory Commission in order to make it through the end of the fiscal year.
DOE superintendent Jon Fernandez said, "A key part of this, so you know, in addition to some of our efforts to reduce our costs a key component is asking for a potential release of the 15% reserve that is being set aside. If the 15% reserve is released we will have most of the spending issue from the department of education most of which are in salaries and benefits."
Fernandez assured members that $687,500 of the $30 million is set aside for the startup of the Guahan Academy Charter School on the condition that the school can verify enrollment as well as locate a facility.
