Public hearing held on Bill 81
Guam - Legislation that one again proposes changing the way the Government of Guam procures its health insurance went up for a public hearing. Bill 81 would mandate GovGuam's health insurance plan be procured similar to the way the federal government procures its insurance for its employees. "This is another proposing to provide another method by which the government will procure its insurance with multiple vendors so that's my oversimplified way to describe the bill," said Chief Deputy Attorney General Phil Tydingco.
Tydingco appeared on behalf of the Attorney General's Office and although he said they are not taking a position they do have some suggestions, for example, including language for an expedited procurement protest procurement procedures.
