Guam - The island's 5th grade public school teachers and school resource officers learned how to Play by the Rules today.  The Judiciary of Guam and the Department of Education are hosting training workshops in an effort to expand the law-related education program into the elementary schools. 

Play by the Rules teaches kids about laws in the hopes to prevent youth crime.
