Bill creates standard for property lease contracts

Guam - Legislation has been introduced aimed at creating a uniform standard for the duration of lease contracts for public real property or facilities. Bill 69 would prohibit GovGuam agencies from entering into leases for terms of longer than 5 years. The measure however does allow the governor, or in the case of autonomous agencies to grant exceptions by filing a "determination of need" prior to any solicitation.
