Guam - It was earlier this week when the Consolidated Commission on Utilities approved the Guam Power Authority's smart meter opt-out policy. The proposed policy would require a $235 one-time fee along with a monthly $20 fee to manually pay for the costs of manually reading the regular meter.

And while he applauds GPA and the CCU in efforts to bring new technology and energy sources in Guam, Senator Brant McCreadie has raised concern over the fees and urges GPA and the CCU to study the overall return smart meters will have to benefit the consumer.

"So if it's a $235 opt-out penalty, and we're going to put a price tag on the opt-out, then let's put an incentive price tag on the opt-in, and let's try and give these people back something," he said.

The smart meter opt-out policy is still subject to approval by the Public Utilities Commission.
