Guam - A proposed settlement is being discussed between Viba Recycling and the Guam Environmental Protection Agency.  The Harmon company was issued a notice of violation and ordered to pay $57,000 in administrative penalties but they appealed the NOV.   The company has since notified the agency that they would like to settle the matter but Guam EPA has not yet received the proposed settlement to review. 

Viba was issued the NOV for operating illegally before it received a solid waste collection and processing facility permit. The company was found in possession of more than eight tons of stolen copper wire.
