Guam - What is clear with sequestration is the Department of Defense is taking a massive hit. DOD must make $47 billion in cuts before September 30 this year.  Over the weekend DOD Secretary Chuck Hagel and Deputy Secretary Ashton Carter announced that starting next month, the Navy will gradually stand down at least four air wings, effective immediately Air Force flying hours will be cut back, the Army will curtail training for all units except deploying to Afghanistan and later this month DOD intends to issue preliminary notifications to thousands of civilian employees who will be furloughed. According to the defense secretary DOD has about 800,000 civilian employees and the vast majority of them face losing 20 percent of their pay through the end of September. Governor Eddie Calvo's chief military advisor Mark Calvo says federal employees in Guam will not be spared.

"The worst case scenario is a 20 percent cut two non-paid days in the pay period is what they expect to executive starting April 1st and all federal employees on Guam, I'm not sure what the number it's probably about 3,000 civilians will experience this kind of a cut," he said.

The military buildup is also expected to be delayed as a result of the sequestration.
