GPD launches internal investigation into GLSC complaint

The Guam Police Department has formally launched an Internal Affairs investigation into concerns that a woman had sought police assistance from her estranged husband before she was shot and killed last month.

Guam - The Guam Police Department has formally launched an Internal Affairs investigation into concerns that a woman had sought police assistance from her estranged husband before she was shot and killed last month. Guam Legal Services Corporation executive director Hank Parker wrote a letter to Police Chief Fred Bordallo expressing concerns that Emma Catapang Cepeda may have contacted police to report a violation of a protective order.  There are claims that police did not respond. 

Cepeda was found murdered inside her Dededo home last month.  She was shot twice by her estranged husband, Emmanuel Cepeda.

Police spokesperson Officer A.J. Balajadia confirms that the chief spoke with Parker today regarding his concerns and GPD has made the investigation a priority.  Balajadia added that Chief Bordallo is concerned when any allegations are lodged against officers who respond to calls of domestic violence and violations of court orders.  

The investigation will determine if police policies were followed.
