Guam - Emmanuel Cepeda has been indicted by a superior court grand jury on a charge of aggravated murder with a special allegation of possession and use of a deadly weapon in the commission of a felony.  Cepeda is accused of premeditating the murder of his estranged wife, Emma Catapang Cepeda, who he shot and killed last week. 

Guam Legal Services Corporation has requested the Guam Police Department conduct a review of whether Cepeda had sought police assistance when he allegedly broke the conditions of a protective order back in January. 

Cepeda is scheduled to appear in court to answer to the charges on March 6.
