Guam - It appears a lack of a valid purchase order was the reason Trashco took its bins but left the trash at the Department of Public Health last July, resulting in a notice of violation for illegal dumping by the Guam Environmental Protection Agency.

Morrico director Ross Morrison told Guam EPA board members at yesterday's appeal hearing that Trashco's PO expired in July, but was issued a PO shortly after the incident.

The board recessed until February 28 at 5pm.
