Cruz's bill tightens penalties on Spice violators

Guam - In an effort to keep up with the ever-changing Spice production that finds loopholes to make the chemical form of Spice street legal, Vice Speaker B.J. Cruz has introduced legislation aimed at updating the current definition of Spice and strengthening criminal penalties for those caught in possession and those distributing the synthetic drug. Cruz recently met with representatives from the Attorney General's Office, the U.S. Attorney's Office, the Customs and Quarantine Agency and the Drug Enforcement Administration.
