Penalties for domestic violence could increase
Guam - Lawmakers are looking to increase the penalties for domestic violence- and assault-related crimes. Bill 41 adopts a modification on the three strikes policy to reduce recidivism. Proposed changes to the existing law include a mandatory minimum of 48 hours behind bars for first time offenders, 30 days for second time offenders, and one-year minimum imprisonment and a 3rd degree felony charge for third-time offenders.
The legislation was introduced by Senator Frank Aguon Jr, Vice Speaker B.J. Cruz, Speaker Judi Won Pat and Senator Tony Ada.
