Guam - It's official. Authority has been transferred back to the Department of Mental Health and Substance Abuse. The Federal Management Team's job is complete and it's now up to the Government of Guam to come into compliance with the amended permanent injunction to provide basic services to individuals with disabilities.

Mental Health director Rey Vega says the agency is proceeding with the groundwork the FMT laid and the court approved plan of action.  Vega adds the department is also working to fill 39 critical positions.  Mental Health is also working on attaining accreditation from the Centers for Medicaid and Medicare Services by reviewing the application and survey requirements.

The agency must submit regular reports on its progress with the first due on April 30.
