Cynthia DeCastro pleads guilty to wire fraud

Guam - Former CHB International operations manager Cynthia DeCastro pleaded guilty today to wire fraud. DeCastro was indicted and accused of misusing federal money for a contract the company received to install emergency generators at several public schools.

According to a recently signed plea agreement, DeCastro admits that she devised a scheme to defraud the Government of Guam by obtaining money and purchasing generators from china that did not meet US Environmental Protection Agency standards.

She also allegedly gave bribes to two Public Works employees in hopes to have the CHB invoices processed and paid.

The maximum sentence for wire fraud is 20 years behind bars and a $250,000 fine.

A status hearing is scheduled for May 30 and DeCastro remains on release.
