GEC completes handcount of Barrigada precinct
Guam - The Guam Election Commission completed the audit of Precinct 15b this morning. The Barrigada precinct was one of two precincts noted in the legislative intent where allegations of fraud were made and was the second of five precincts overall to be handcounted as part of the 2010 general election audit.
GEC executive director Maria Pangelinan says the results did not show much difference, saying, "With the senatorial race the biggest difference was at two; with the gubernatorial there was only a difference of one, and the non-partisan and partisan there wasn't very noticeable different, either."
It was two weeks ago when independent member Pat Civille and the Republican commissioners voted to count 15b and should there not be a 10 percent variance in results then the audit would be finished and they would cease counting the others. As a result of the dismay of Democrat commissioners, the GEC rescinded that decision last week and voted to resume the count of all five selected precincts.
Meanwhile, the GEC has finished its list of purged voters who failed to vote in the 2012 and 2010 general election. The data was sent to the University of Guam for review until a final list is ready to be published.
