Terminated Port workers file appeals
Two port workers whose employment was deemed to be null and void were terminated and have filed an appeal with the Civil Service Commission.

Guam - Two port workers whose employment was deemed to be null and void were terminated and have filed an appeal with the Civil Service Commission. Port Authority accountant Salvador Guevara and cargo checker Jeffrey Q. Cruz filed appeals with the Commission as they fight for their jobs back. Guevara and Cruz contend that they are classified employees who were unfairly and wrongfully terminated.
Guevara states that he is being punished for an error that the port made in finding him qualified for the position. Cruz contends his personnel actions and evaluations confirm that he is a classified employee and therefore his termination should be overturned. The two are among four Port workers who were found to be hired improperly.
During a post audit, the CSC determined that the four did not meet the minimum qualifications for the positions they were hired for. CSC executive director Tony Lamorena says it will be up to the commission to decide if they have jurisdiction to hear the appeals and to determine if the terminated workers are, in fact, classified employees.
