By KUAM NewsGuam - The ribbon is being cut today signifying the completion of the Route 4 resurfacing and widening project from the Hagatna McDonalds to Route ten. Other elements included guardrail, drainage improvements, curb and gutter, utility adjustments, pavement marking, roadway signs and other incidental work necessary to complete the project. The $16.6m project was awarded to Hawaiian Rock Products.
