Guam - Governor Eddie Calvo may have approved the payout of $4.5 million in meritorious awards last month, but Department of Education employees continue to wait on their bonuses. According to DOE superintendent Jon Fernandez, DOE personnel are working through their files as far back as 1991, when the meritorious law was established.

"They are both combing the files to see the evaluations we were requiring that the employees scored outstanding in all categories in order to obtain that superior rating and based on that we'll start calculating what the merit bonuses would come out to and by the time we come to that overall figure we'll be able to provide that information more broadly," he said.

Looking ahead, Fernandez hopes to make teacher evaluations a reflection of student achievement as well as automate evaluations through their new financial management system.
