Guam - According to a report from the Guam OPA on the Mayors Council of Guam, collectively village mayors raised about a half-million dollars in Fiscal Year 2011, a 32% decrease from the previous fiscal year, but the audit also shows the Mayors Council gave out more money for community projects. The audit however noted repeat deficiencies which were addressed in letters to each of the island's village mayors.

The common problems included receipts not being issued for funds and cash received, lack of supporting documents for deposits and disbursements, and checks that were made payable to cash.
