Guam - Although the project has been on hold for almost two years due to a legal challenge, Younex Corporation expects to start up construction of the Emerald Oceanview Park Project in Tamuning in the next few months. Younex vice president Dave Tydingco says inspections of the site are conducted weekly.

Because of the delays with the project, Younex is in the process of securing a contractor to complete the project.

A Tamuning resident filed a lawsuit claiming a zone variance granted by the Guam Land Use Commission was not valid. The Supreme Court, however, found the permit was valid. Tydingco assures the public that the cranes are secure and says crews monitor the site weekly.

Residents in the area have reported seeing scaffolding fall from the top of the towers.

Tydingco says residents can contact the project manager at 888-2114 to make reports.

The new contractor is expected to begin the construction within the first quarter.

Once that happens, the entire project is expected to be completed in 18 months.
