Court plans next settlement conference

Guam - After meeting with the parties for two days, District Court Magistrate Judge Joaquin Manibusan is scheduled to hold another settlement conference on November 5. The parties in the ongoing tax refund class action lawsuit have been trying to iron out details of a permanent injunction that would spell out when the government would have to pay out tax refunds each year.
The plaintiffs want the refunds in six months but the government is looking at one year. The Calvo Administration's fiscal team is also involved in the settlement discussions as there are concerns about where the government will get the money to pay refunds each year without impacting services and personnel.
