Won Pat crafts Yellow School Bus Procurement Act
Speaker Judi Won Pat introduced <a href="http://202.128.4.46/Bills_Introduced_31st/Bill%20No.%20B528-31%20%28COR%29.pdf">Bill 528</a>, which would replace the Department of Public Works' aging school bus fleet.
Guam - Speaker Judi Won Pat introduced Bill 528, which would replace the Department of Public Works' aging school bus fleet. The measure, dubbed the Yellow School Bus Procurement Act of 2012, would allow for a municipal lease agreement to be entered with a contractor for the purchase of up to 123 school buses, of which 13 would be identified for students with special needs.
The contractor will enter into a leaseback agreement for the financing, procurement and maintenance of the buses not to exceed more than 10 years. The bill meanwhile allows DPW to issue a multi-step invitation to bid for the financing and maintenance of the buses.
