Guam - The Guam Fire Department's E911 personnel are back and operating out of the basement of Civil Defense in Agana Heights, which is actually their operations center. They were moved to their back up site in Dededo one month ago after having to endure no air conditioning since the end of June.  GFD were using fans for a while but staff started getting sick because there are no windows to provide fresh air in the Civil Defense basement. Therefore it was just hot air circulating in the room.
