EduBoard lacks authority to pay increments

Guam - Department of Education superintendent Jon Fernandez confirms that although the Guam Education Board made a unanimous vote at their last meeting to pay out $2 million in DOE increments, the board has no authority to do so due to the freeze implemented by Governor Eddie Calvo.

Board members like Dr. Jose Cruz are concerned as this obligation will not go away if not paid out.
