Guam - He's spoken to the Rotary Club on occasion and today, governor's buildup director Mark Calvo gave Rotarians an update on the Marine relocation from Okinawa to Guam. He says several developments have occurred in the past few months such as the release of the Center for Strategic and International Studies' independent analysis of the U.S. force posture. He hoped to provide some insight on what he says Defense Department's sees as the light at the end of the tunnel.

"The Record of Decision, which allows the Navy to move forward with construction and cost spending for the buildup is expected in early 2015, and the last time I talked to anybody we were just talking about sometime in 2015 and now we're being told by the Department of Navy it will be in early calendar year in 2015," he added.

Calvo meanwhile says because of the presidential election, he doesn't foresee the Draft Master Plan being completed until the end of this year.
