Management shifts at Civil Defense

Guam - Some management changes were made at Guam Homeland Security and the Office of Civil Defense. Homeland Security Advisor James McDonald is now the OCD acting administrator, while Customs director Pedro Leon Guerrero will now serve dual roles as the acting HSA.
According to the governor's chief of staff Frank Arriola, the shift in management is part of new synergy the Calvo Administration is creating between Homeland and Customs. He says it's a strategic move to have someone with knowledge of border protection bridge the two agencies, especially as GovGuam aggressively pursues the China visa waiver.
