Judge denies stay motion in plebiscite suit

Guam - District Court Magistrate Judge Joaquin Manibusan has denied the government's request for a stay of discovery in Dave Davis' lawsuit over the plebiscite. The Attorney General's Office had requested a stay in the case until the chief judge makes a decision on whether to dismiss the lawsuit for lack of jurisdiction.
Judge Manibusan found that the court is not convinced that good causes exists to merit stalling the case and doing so would be prejudicial to Davis. Davis alleges the plebiscite is racially discriminative and a violation of federal law.
With the order Davis and his attorneys can now pursue discovery in the case and prepare for trial.
