Guam - A former DZSP21 employee pled guilty today to theft of government service. Frank S. Borja appeared in court today admitting to stealing electrical copper wire from Naval Base Guam. In a plea agreement, Borja admitted that he and a co-worker would cut the wire from a storage container and sell it to metal recyclers.
