Cyfred appeals denial of sewer application

Guam- It's been months since we've heard anything about the residents of the Gill-Baza Subdivision who have fought for years to have a sewer system installed in the problem-plagued area. KUAM News has learned that developer, Cyfred, had proposed the installation of a pilot sewer system for the Yigo subdivision but the request was denied by Guam Environmental Protection Agency administrator Eric Palacios doesn't believe the agency has the authority to approve the request, referring Cyfred to the Department of Land Management.
Cyfred appeared before the board this afternoon appealing the decision. Attorney Curtis Van De Veld says his client had proposed a system operates similar to septic tanks and leaching fields and is used inNew Hampshire. Van De Veld says the system produces clean water and has a system that eliminates bacteria.
The hearing was postponed however because administrative hearing officer Robert Cruz indicated he was a relative of the wife of Cyfred's owner.
A number of residents of the subdivision sued Cyfred for failing to install a sewer system. They got a judgment that imposed an $800,000 financial obligation on Cyfred.
