Guam - The Guam Memorial Hospital has new systems for electronic billing but it needs 188 new computer terminals in order to utilize it.  Vice Speaker B.J. Cruz drafted an amendment to the budget proposal that is currently being discussed on session floor that would appropriate $125,000 for the new computer terminals the hospital contends it needs to use the new electronic billing systems.

While he introduced the amendment, Cruz said he found the hospital's planning to be "completely irresponsible" likening the purchase of new systems without computer terminals to be the logical equivalent of buying a luxury SUV without wheels.
