Selectcare joins insurance contract protest
Guam - KUAM News has confirmed that another health insurance company has filed a protest against GovGuam's health insurance contract negotiations.
According to protest documents Calvo's Selectcare protests the evaluation by the health insurance negotiating team of proposals submitted in response to the RFP that are materially deficient and therefore non-responsive. Specifically Calvo's Selectcare objects to the team's evaluation and consideration of the proposals submitted by Takecare Insurance company or offeror #3 and offeror #2. Both proposals were found by the team and its advisors to contain material omissions and it was prejudicial and illegal for the team to allow them to correct such material omissions after the proposal submission deadline. Selectcare is requesting that the team reject as non-responsive the proposals of takecare( #2) and offeror #3 and cease all further or any future negotiations with those two companies. Selectare is further requesting that the team commence and or continue negotiations with the two remaining qualified offerors. As we reported negotiations have already been ceased as a result of a protest filed by Takecare.
