Guam - Guam Economic Development Authority administrator Karl Pangelinan says he's turned over all the information about the qualifying certificate program to Vice Speaker B.J. Cruz, including documents dating back a decade.  Pangelinan adds that he fully supports the QC program and its continuance.

"It's something I believe the program which is all I have in terms of selling Guam as an investment destination that's really the only card I have to play besides what the government can offer in terms of land or the obvious environmental - sea, surf, sand and whatnot," said Pangelinan.

Pangelinan adds that not a single company is rebated or abated until its shows it is fully complaint with its QC contract and only at that time is a certificate of compliance issued.
