Guam - The Department of Education flubbed and will now have to terminate their contract with Xerox, but not before they pay off the agreed contract along with a reasonable profit. A ruling from the Office of the Public Auditor states the procurement process was violated.

Xerox provided more equipment than requested, but DOE officials signed off anyway, resulting in skyrocketed costs for copying. In 2010 Xerox won the contract with a bid of more than $67,000 a month for services.

The losing bidder, island business systems and supplies filed an appeal, saying DOE should have stated it wanted more equipment to have more competitive bids.

Island Business Systems is not entitled to reimbursements because it was the second-lowest bidder at more than $75,000 a month.
