Calvo hesitates to sign emergency declaration

Guam - Governor Eddie Calvo may have signed-off on ARRA projects, but he's taking precaution with declaring an emergency in order to procure $150,000 for George Washington High School's double-session this upcoming school year. "I've got to be very careful there has been incidences in the past of abuse with signing emergency authority to forgo a procurement process so I want to be very cautious as we move along," he said.
17 classrooms will be taken offline at the Mangilao school for the duration of first quarter in order to undergo science, technology, engineering, and mathematics renovations. Calvo says he returned on Wednesday from supporting the Guam team at the London Olympics, but looks forward to sitting down with the DOE superintendent and the Department of Public Works to iron out the details.
