Guam - The Department of Education may soon join the Guam Community College and the University of Guam and be exempt from provisions of the Guam State Clearing House if Bill 493 passes. DOE superintendent Jon Fernandez says he's happy Speaker Judi Won Pat fulfilled his request to introduce such legislation.
He said, "The U.S. Department wants clarity on the process for obligating federal funds, so anything that complicates or stretches out the process or puts too many players in the loop makes it difficult for them to understand exactly when grants will be approved and how they will be overseen."
In regards to other federal funds, DOE has yet to receive word from USDOE on Governor Eddie Calvo's request to extend the deadline to obligate $60 million dollars in ARRA funding set to expire September 30. Fernandez says he's not worried however as USDOE recommended that DOE request an extension. Fernandez expects a response within three weeks.
