Guam - There's frustration amongst workers at DPW's Solid Waste Division after learning the division's engineer supervisor, Danilo Galiza, will remain on the job. Galiza was only given a letter of reprimand even though he pleaded guilty to federal charges accusing him of falsifying records in order to get over $5,000 in overtime for work he never performed.

GBB's David Manning said, "It appears to us that he was not the ring leader, but one who got caught up in it and he's been a good employee, so I think that is another mitigating factor."

Manning adds Galiza is tasked to monitor the daily contractor activities at the Layon Landfill, and report back to the federal receiver. Meantime, Galiza's co-defendants, Liberty Perez, Josephine Torres and Ariel Evarola, are scheduled for a pretrial conference in the U.S. Courthouse tomorrow afternoon.
